GAZBİR SPECIALISED COMMITTEES

In 2013, some structural changes were made with the new Presidency and Board of Directors.

In 2013, specialised commissions were gradually established in order to carry out natural gas distribution sector activities effectively and efficiently.

The commissions were formed with members of our distribution companies who are competent and representative in the relevant field. In addition to ensuring the participation of our companies at the highest level, it is aimed to create structures that can contribute positively to the works.

The committees meet monthly or more frequently as needed depending on the topics on their agenda. The studies created are shared with our distribution companies through our Board of Directors and commission members.

Commissions also fulfil the task of representing GAZBIR before EMRA, MENR and other public institutions and organisations and sharing the expectations and recommendations of our sector on specific issues.

During the activity period, the commission structures and activities have completed the maturation process and will assume a much more effective role in terms of the representation of our sector in the coming period.

GAZBIR Dispatch Control Centres and EBT Commission

An effective work was carried out in order to eliminate the problems experienced by the Dispatch Control Centres of natural gas distribution companies in transferring instant data to the Electronic Bulletin Board (EBT) of BOTAŞ. The obligations notified to our distribution companies by EMRA were evaluated by the Commission and initiatives were taken before EMRA and BOTAŞ regarding the demands that could not be implemented. Thanks to the effective work of the Commission, our distribution companies have made a great progress in data transfer to EBT and have been able to transfer data instantly at a rate of 99%.

GAZBIR Legislation Commission

The aim of the Commission is to determine the current problems arising in the implementation of the current natural gas market legislation and to create draft studies for their elimination. The Commission also aims to share the new implementation requirements arising in our distribution companies' own regions with our other companies and to create a unity of practice.

GAZBIR Tariffs Commission

The first tariff period determined by EMRA covers the years 2012-2016. In this period, many new situations have been identified for our tariff receiving companies. Many problems have arisen due to the application of the tariff methodology. GAZBIR Tariff Commission is carrying out the necessary work to identify the problems and problems arising from the application of the current methodology and to eliminate them within the tariff period.

The Commission is also working on the second tariff period, which will be valid in 2017-2022. Within the scope of the work carried out with EMRA Tariffs Department, detailed analyses and evaluations are carried out by our Commission. The Commission is supported by a statistical expert employed by GAZBIR and performs the calculations.

GAZBIR Expropriation Commission

Expansion investments covering 222 districts between 2017-2020 and network expansions and investment processes in existing distribution regions continue at full speed. During these works, distribution companies face problems in various public institutions.

For this reason, GAZBIR Expropriation Commission has been established within GAZBIR in order to evaluate the problems arising in the execution of expropriation works within GAZBIR, to carry out studies and solution proposals for the evaluation and rapid elimination of the problems arising, and to make initiatives before public institutions and organisations as soon as possible.

GAZBIR Technical Commissions

The System carries out many activities to improve the quality of products, services and labour force. It carries out its activities together with relevant institutions and NGOs such as EMRA, Ministry of Science, Industry and Technology, Universities, VQA, Ministry of Environment and Urbanisation, TSE, DOSIDER, TURKBESD, DODER, BACADER. These committees are also members of SAYKOM, GAZTEK, BASTEK and TSE Natural Gas and Equipment committees.
